上传商品图片出错

Fatal error: Allowed memory size of 67108864 bytes exhausted (tried to allocate 18068 bytes) in /public_html/includes/cls_image.php on line 656

我现在只能上传1M以下的图片，上传1M-2M的就出现这个错误，上传2M以上的提示超过默认附件大小2M，实际上我在后台修改为4M。

服务器为自己的VPS，centos 6 ，LAMP。搜索了论坛的各种方法，
1、修改了php.ini中内存限制为128M，
2、增加了.htaccess文件
php_value max_execution_time 1200
php_value memory_limit 200M
php_value post_max_size 200M
php_value upload_max_filesize 200M
3、修改includes中的init.php的限制大小。

三种方法都用上了，怎么都不起作用呢，请各位帮助下，在此谢过。
